Different price to shopping cart

Occasionally we will promote an item for a different price through a different channel and send them back to an html page that shows the promo price.  We want to be able to pass the promo price directly to the shopping cart without using a promo code.  Currently we do not want to turn on the feature to allow promo codes at the shopping cart level therefore passing a promo code doesn't work for us since the customer would not be able to see the promo discount until they were in the checkout.  We want to change the actual price
