Sandbox, does everyone get one for free now?

We've never had a sandbox account ...other than new release preview (beta accounts).  However, I just got this NetSuite notification...

As a courtesy, this communication is to notify you of scheduled downtime for your NetSuite Sandbox account associated with production account XXXXXX during a planned maintenance window on your SANDBOX ACCOUNT ONLY as we perform some hardware upgrades. You will have regular access to your production account...
