Shipping estimator in reference cart 2.03.1 doesn't show anything but UPS ground.

Without the user registering and login into our site and continuing a step or two into the checkout, they can't see the various shipping options and their prices.

It ONLY shows UPS ground.  I assume that is because it is the cheapest method and the default in our account.

This is a step backwards from the old cart.  Is there a fix?  I'd like it to show UPS next day, UPS 2 day, and UPS Three day select in the CART estimator.  Is this not possible in reference cart?  I know we'll loose some sales because the customer assumes it isn't offered and we'll get more time wasting calls from people asking why we don't offer expedited shipping.  I guess a workaround for now is to make a prominent message in the cart estimator saying "other shipping options will be available during checkout".
