Site Builder Responsive Site - Standard or Custom

Hi. We use site builder and our site is not responsive/mobile-friendly. We've asked Netsuite about this and apparently this is not standard so we'd have to pay to have our current site customized to be responsive. Is this what others are finding? If we have a Netsuite site builder site, there is an additional fee to make it responsive?
