Website theme development OR standalone HTML site tied into the netsuite e-commerce package

Well here is the gist of the situation, I have a live website (online store) that i have been given the luxurious task of updating the design and code to something more current. I already have the design but am kind of lost when it comes to development on top of the netsuite CRM. So i found that I can build a standalone HTML website and integrate my site with the netsuite e-commerce. I am just unsure HOW to go about this. Alternatively to that, I would like to be able to develop a new theme with HTML5 / CSS3
