Online bill pay for non-customers?

I'm a new NetSuite Administrator and I'm trying to figure out all of the capabilities (LOTS!).  We create thousands of documents per day and they are often sent via paper to the person who requested them.  Instead of that, we would like a way for the requestor to pay their bill online, have us process the credit card payment and have that trigger something (via an API?) to release the documents via an electronic format.  The requestor is not our customer - they are simply requesting data from our customers.  I don't want to have to set them up as
