Anyone have detailed instructions on Buyx, Get Y promotions

Hello,

I tried to follow what the help section said about advanced promotions but there is so little information and no examples. I tried to create one today and the store accepeted the code but didnt discount. I tried to set up a promotion, for a single item, if they buy 3 of this one item they get the fourth free? If someone know step by step directions that would be great. It is also annoying that they have not fixed the bug which makes it so that only admins can create advanced promotions.
