charging a flat shipping amount for all web store orders

Is there a way to set a flat shipping rate for all web store orders? We have a web store where our employees can login and order their clothes and accessories they need when they travel, but we want to charge a flat shipping amount on all of these orders. I've reviewed SuiteAnswers article 9271, "Creating Shipping Items", but many of the options it mentions, including the one I want, I can't seem to find how to get to it. When I navigate to Lists > Accounting > Shipping Items > New, the options presented on the screen are extremely limited and there is no mention of web store anywhere. Am I missing a step in between? We do have Advanced Shipping enabled in our account.
