Web Site Hosting Files Folder Access

Does anyone know which permissions are needed to access the Web Site Hosting Files folders in the File Cabinet?  I've tried granting permission at the folder level but that doesn't seem to work, or at least it doesn't override whatever role permissions I'm missing for this particular user.
