Advanced promotion for free shipping, works with regular items, no so much with kit items?

I use an advanced promotion to make a free shipping promotion.  The free shipping coupon code works with regular items, no so much with kit items? The promotion is set to see if the item belongs to a saved search to find is eligibility.  I confirmed that the kit items make it onto the saved search.  It just doesn't apply the free shipping to any kit items that are put into the shopping cart.
