Tracking Time

Does anyone know if you can make time entries default to non-billable?  We bill clients from our time entries and I would rather it defaulted to non-billable than billable for employees entering their times.

Whilst I'm on the subject, is there anyone else in the UK using NetSuite to bill their time to clients?  I would be interested in sharing ideas/problems that Netsuite has in this area, particularly around sales orders and billable time.
