How to Setup States/Province/County?

Under Company Setup, we can add the states in the country that we are in. I have already set those up. However, I want to also setup the provinces/counties for the state.

The menu calls for Setup > Company > States/Provinces/Counties, but after creating the state that is the only thing I can do. Editing the states does not allow me to go more granular with the states provinces.

Is there a workaround for this? Or is it going to be enhancement made to this?
