Need to Suppress ACH

I need to suppress ACH for an employee who receives her commissions via payroll, but her expense reports via ACH.  Up until the software update, I was able to just mark her ACH info as inactive.  Now when I try to do this, I get an error saying that I have exceed the number of users.  Any suggestions?
