Enter Tax Liability for Tax Agency from non-primary Subsidiary

We have two subsidiaries, with some overlapping Nexus. In this case we want to pay use tax to one of those tax agencies. Normally I would create a journal entry, credit my tax control account, and choose my tax agency under "name". Unfortunately, tax agencies cannot have multiple subsidiaries, and therefore I cannot choose the tax agency, under the "name" column when writing a JE from my other sub. What's the proper way to work through this?
