How do you give an item a zero sales tax status

Hi All,

We would like to give an item a zero sales tax status.  A specific case would be how do you make a non-inventory item record for Shipping & Handling always appear free of Sales Tax regardless of customer general liability to pay Sales Tax for regular items.  

Any help with this is greatly appreciated
