Taxing items by Ship To field

I'm interested in having Netsuite generate sales tax for items shipped to Massachusetts (MA). Currently, sales tax charges seem to be tied to by the Bill To location.

This doesn't work well for us as we have many customers with Bill To addresses outside of MA but with Ship To addresses in MA. MA state law requires tax charged for items shipped to anyone in MA.

Has anyone else found this to be a problem or know of way around it? I'm looking for sales tax to be levied if the Ship To address is within MA.
