Possible to change default price level

It doesn't look like this is possible, but wanted to throw it out here before giving up. 
We want to have multiple price levels based on a percentage of a certain price.  This works now off the "base price", however, the Base price would not be the price we want to sell for.  For example, would we be able to use the Base Price for determining other price levels, but then use the "Online Price" for all customers by default even if the order is not placed online?

Does that even make sense? 
Anyway, if anyone has ideas, I would appreciate it.
