Budget Per Customer

We're a company that's investigating the possibility of using the budget system within NS to create an individual budget for customers. We created a budget for a specific customer and went through and tried to view our figures using the Budget Vs Actual report which at first glance seemed to work perfectly. However, when we used the filter that was on the report to specify the customer to which we attached the budget, whilst the budget figures came up, the actuals showed a value of zero!

What makes me believe that this might be a bug is that when you drill into this zero figure to the detail report, it brings up the correct list of transactions and the total value that we'd want shown on the Budget Vs Actual report! I desperately need to know if this is a bug because I have a strategy meeting tomorrow when we need to make a decision on whether we can use this or not. I've raised a support query but support helpfully didn't read my query correctly and attached it to completely the wrong case (defect #139106)
