"Bill to Transactions" tab visibility

in Accounting / ERP

I have  role that does not have the "Bill to Transaction" tab available to it.  The role is a customized sales rep role.  I want my sales reps to be able to create sales orders and quotes without needing to create an opportunity first every time.

I have tried to use the "view role differences" feature but still cannot figure it out.  Any tips out there?
