How Free Shipping Coupon Can be Used & Have Bulk Items Not Be Free

Hello All,

I'm confused about the free shipping coupon potential... why can't I have shipping be free on orders over $99 except for my large bulk items.

I have handling on them but it even makes the handling field free. I can't have items that cost like $100 to ship be free so this is frustrating.

Anyone have a clue how to do this within the Netsuite constraints.
