Copy journal? Only available in Open Periods?

Noticed today that the "Make Copy" option is only available for journals posted to open periods.  This is true even when I'm logged in as Admin.  Anyone know if there's a way to change this, making it available for journal in closed periods?

I'm also curious what the logic is for the current configuration--I don't see the need to restrict copying journals from closed periods.
