Approve Bill

How does the Approve Bill screen work?  The client wants to select the Next Approver on a bill and have those bills listed in the Approve Bill screen for the user logged in. We have selected Vendor Bills Approval Routing to see the Next Approver on the bill. Does this only work with workflow?  Is it possible to create a simple workflow to make this work?
