Tax role

What's the best default role to use (as-is or customized) for someone that deals primarily with Taxation matters ?

Would it be best to create a totally custom role from scratch?

If a custom role is required, as for Permissions, if I search for any permission name or description with "tax" in it, would I cover everything that might be required for a Tax Role?

Any guidance here would be greatly appreciated.
