Emails cannot be forwarded to employees

Unable to Forward an email to employees - working as designed.
From time to time a transaction, or for that matter any email communication in NetSuite, needs to be forwarded to another employee. However, NetSuite prevents this and tells us that NetSuite is 'working as designed.' They tell us that giving access to employee records to all employees solves the problem. I don't think I'm going to expose personnel records - but perhaps I'm missing some element that allows exposure of names and email addresses without exposing the record.
We since found that removal of the body of the message allows forwarding of any message to any employee. Obviously that's useless but suggests that 'as designed' means that NetSuite wants to prevent the CONTENT from being forwarded based on roles/record types. The content of these messages is viewable by any employee so we are not restricting that content. Therefore whatever implementation has been written doesn't appear to follow logic.
