GL Impact in Make Journal Entry Permission

Is there any way to separate out the 'view GL Impact' from the Make Journal Entry permission or otherwise hide Journal Entries from users who might want to see GL Impact on other transactions?

Granted, most people interested in GL Impact will be in the accounting department and presumably have access to Journal Entries anyway, but I've run into it several times now where users who really should not have view access to journal entries would like to see the GL impact on other transactions such as invoices or vendor bills.  I've tried a variety of things, but I don't see a way to restrict their access to journals.
