Error Trying to use Apply Existing Payments Option

I need to pay my quarterly Colorado Unemployment.  Turns out I had a credit to the account, so I created a Payroll Adjustment to show this credit in the "Pay Payroll Liabilities" window.  I then select the "Apply Existing Payments" option and attempt to pay the Colorado Unemployment.  The next screen that pops up is "An unexpected error has occurred. Please click here to notify support and provide your contact information."  I didn't think I was doing anything wrong, however I only get this error when I try to use the "Apply Existing Payments" option.

So, is there another way to reduce the amount of money owed on the "Pay Payroll Liabilities" window without having to use the "Apply Existing Payments" option?  Is there something else I may be missing here?
