Need Workaround for Payroll Case Open Since 4/9/2007

We have an open case, Issue 124070, going on since 4/9/2007 and are desperate for a work around solution.  We have an unapplied payment for our Colorado Unemployment showing up on the Pay Payroll Liabilities window.  All we are trying to do is use the Apply Existing Payments option to clear this amount out.  When we do, we get the "An unexpected error has occurred" screen of death. 

At this point, all I want to do is clear this amount out of Netsuite so when I go to this page it does not show any unapplied payments.  Is there a way of doing this besides trying to use the apply existing payments option?
