restriction on Department and Location, but on Sales Reps

I would like following to happen:

* people from one department and location only to access Inventroy, reports and all records and transactions from that department and location.

* Sales Reps list can be viewed by people from any location and department.
   because sale reps works for all department and all locations.

Currently, I set up a stock manager role to have retriction on 'Department' and 'Location'. That works fine with reports and inventory etc..., but they are not able to select any sales rep unless I limit the sales rep to their department and location. Then other location will not be able to select this sale rep from list of value. What should I do?
