Problems Deleting a Bill after Voiding a Payment

This has happened to us a couple of times and I am unclear as to what is going on...

A bill was entered and paid in error. Steps involved:
Entered a bill - Paid a bill - Voided Bill Payment - Attempted to Delete the bill

An error message popped up reading something like you cannot delete this bill because there are payments associated with it

I went to the chart of accounts/checking and the payment was still living there. I then edit/deleted the payment from there and the bill disappeared.

Have I in effect, voided this twice?
