nlapiSubmitRecord - ignoreMandatoryFields not working?

I have a script that calls nlapiSubmitRecord(record,true,true)

That last true is for Ignore Mandatory Fields.

But I am getting errors of "FIELD_PARAM_REQD Please enter a value for Account Type"

Account Type is a custom field that is mandatory. Looks like Ignore Mandatory Fields is doing jack-all. Is this a bug or am I misusing it, or there is some exception to the behaviour I am missing?
