Sales Order afterSubmit triggered before credit card approval

I am seeing strange behavior with an afterSubmit script on our sales orders.

Some sales orders are missing the credit card information.

Does anyone know if the afterSubmit function is only triggered after credit card info is persisted to the database - including the authorization info?

Or is it possible that a afterSubmit script could interrupt that process?
