Formula to add time to Time of Day Field

I need to add specific time amounts based on a condition to a Time of Day field. Does anyone have the correct syntax for the formula. eg

{end_time}={start_time}+1 meaning add 1 hour
{end_time}={start_time}+30 meaning add 30 minutes
