Report needed for detecting Search Engine Fraud

Nearly everyone selling online is using PPC advertising and they primarily use Google and Yahoo, but you pay more per click and there is some value in the less know PPC sites like Kanoodle, Miva and Enhance Interactive.  The problem is that they let others show your ads on their network and some of their "search partners" aren't very honest.  Anyhow, we noticed that we got a lot of traffic from ABCsearch and I called them and they said that they are affiliates or "search partners" with many of the smaller PPC sites.  I then googled them and found that
