Cart Quantity

I've been through the setup and the documentation looking for a way to restrict the user from updating the quantity value in the cart. Our customer's business rules require that no more that 1 of each item is purchased. Right now we are passing qty=1 in our URL but the customer still have the option to change that. Can we disable the ability to change the quantity?
