HTML Code in Tags

Upon displaying the Web Site Tags page, tags are listed ok and under the Default Value column a few lines of code are displayed properly in html format: <tr align="center" valign="top"><td align="left" valign="top"><a href=..."

However, upon clicking EDIT a new page is displayed and this same code is displayed as: <tr align="center" valign="top"><td align="left" valign="top"><a href=...

Special charaters like "<" is now "<" etc. which makes editing near impossible.  This was not the case pre-Rel. 11.  Anyone know how to correct this?
