item/category templates

I am creating item/category templates to use on category pages. They work fine if I apply them to upper-level categories with subcategories, but do not work if I apply them to the lowest-level categories (with items, but no subcategories). I'm sure I'm missing something simple, but cannot figure it out. Any suggestions?
