Bringing ebay orders to Netsuite

We are in the process of bringing ebay orders to Netsuite as cash Sale.
Our developer says that they can bring in orders only once to Netsuite and Netsuite does not allow to bring one order more than once. The reason is they say they can bring in the order once it is marked as shipped in our auction amnagement software. But we want it to brought to NS when we receive the order and then again update when it is shipped with tracking number. This way even if we don't ship it (if in backorder, etc.) it will be there in NS as cash sale and will be easy for accounting.
