<NLPAGETABS> Not Working for me

According the the help file, when <NLPAGETABS> is used in the "Logo and Tabs field", it supposed to render horizontally (which it does). When used in the "Left Side Navigation Field", It supposed to render vertically (Which it doesn't - it renders horizontally).

Is this something I've done Wrong? Has anyone else dealt with this?
