Controlling placement of Pagination Links

Is there a website tag for the Pagination Links? I know I can control it's placement at top, bottom, or both, in a layout. I also know I can edit the wording and apply styles in "customize web site text". What I'd like to do is to insert a tag at the end of my detailed description content so it appears underneath that section.
