How do the tags work in custom HTML?

While I was reading the Help Center I found the Web Site Tags and couldn't help noticing the two different ways of calling the tags. One seams so 'Javascripty' to me while the other resembles a JSP scriptlet.
That being said, here's my doubt: How are the tags parsed by the page? Is the uploaded HTML file simply "read" by a JSP file and then the scriptlets are executed?
By the way, what kind of content can I host at NetSuite? Only plain HTML? Or can I use php, asp, jsp, etc?
