Layout/Item Template Question

Ok so I want to apply a custom item list layout to my category to define how I want the products to be listed on the page. From what I understand you need to create a new layout and hit the use template box and then you have to select a list template and a item cell template correct?

So my question is how is this setup? Is the item list template just a blank table and then the item cell template is the <TD>s in that table shell template?

Currently I have -
