Restrict shipping to certain countries

We sell many licensed products (Disney, Marvel, Warner Bros.) and most of the contracts have restrictions as to where the products can be sold.  We are looking for advice on how to set those restrictions, preferably by product category not by specific item.  But we'll take any input we can get.
