Shipping selection page during new customer registration is broken

We're using the advanced site customization for Netsuite and have had a custom theme that has been working for quite a while. Just the other week I was pushing through test orders on our site to make sure the functionality was still working. During the new customer registration section I noticed that the shipping selection page wasn't displaying properly. The right border and bottom border areas were being pushed into separate cells / rows so I started digging for stray closing tags. I pulled out the NL Column Contents code for that page and ran it through Macromedia source formatter
