Can I relocate "Coupon Code" to end of Payment Page in the webstore?

The "Coupon Code" is displayed below Shipping Method on the "Shipping Page"
The "Gift Certificate" is displayed on the "Payment" Website after the user clicks on Continue on the "Shipping Page".

Is there a way to place Gift Certificate on the same page as Coupon Code in the Payment Page?

We use both Coupon Code and Gift Certificate and Webstore customers can only see Coupon Code first when they enter the Shipping Page and thinks that that is the field for Gift Certificate and often get confused when their Gift Certificate Code doesn't work in the Coupon field.
