Mini cart doesn't match reference cart shipping ammounts

We have reference checkout and we've also got a "Mini Cart" in our site builder web store's header.  The "Mini Cart" doesn't always match the reference cart shipping amounts.  I can scramble it real easy by messing around in the cart.  Like if I reduce items in the cart or back out of the final page of the cart and go back to the first page of the cart.  I'll eventually get it where it shows a zero shipping amount for one or the other or shipping amounts that don't match.

The "estimate shipping" link in the mini-cart also go to the old NON-reference type of shipping estimator and after you enter a zip code... it takes you to the old non-reference cart.
