What Code Language can I use on templates?

I've noticed that I can use pieces of code like this

<%=getCurrentAttribute('item','canonicalurl')%>

I've seen this on ASP, and some PHP code

Can I do more than this?

I'm trying to design a responsive web design that would be able to work on multiple sites, and I could also only make changes on fewer templates.

Example:
  If website is domain1.com, load this .css
  if website is domain2.com, load this .css

  I can do this with Javascript for sure, but I want to use less JS so I can decrease my load times and provide my customers a better experience.
