CyberSource API Integration for "pre-screening"

Is it possible to connect to the CyberSource API prior to having the order submitted? I'm wanting to reduce the amount of cancelled orders and this seems to be the best way to go.

I'd like to connect to determine whether the AVS is a match or not, Card number is invalid, etc.

User would need accurate information populated, if it passes the conditional statements - then the order can be submitted.

Is this possible? NetSuite nor CyberSource have a documented file on their API integration.
