Accessing address variable during Shipping Method of Checkout

We have a disclaimer that is shown to international (non-US) shipping addresses during checkout to let them know about some additional info having to do with international shipping. I had the custom code below working, however, we recently enabled the One Page Checkout and it seems like the code is no longer working. The file itself is still called, it just seems like maybe the variables being used are different. Couldn't find any documentation on where to find this for the OPC scenario. Any help would be appreciated or point me in the right direction.

We are using SiteBuilder with Reference Checkout 2.04.0
