cannot move "pricing levels" sublist from pricing tab

Why can't i move this pricing section (on a custom inventory item form)? at the very least I would like to move it to the very top of the pricing tab. but it seems I cannot put any fields below this sublist section because "pricing levels" is not listed in the "customize this form" area.

I also can't move the pricing levels sublist to any other tab. I have moved EVERYTING off the pricing tab, there is nothing left, yet "pricing levels" remains on that tab of the form.
