Columns object stretching....

We have a new instance of Netsuite. I am setting up the PDF invoice layout, and it seems that no matter what I do the columns object is auto-fitting to the height required for the number of lines.

I have tried stretch, non-stretch, anchoring to top and bottom, adjusting the dimensions etc. However, it always seems that the object will only be as tall as is required for the lines it contains.

Is there some setting for this? I searched for a while, and could not find anything. Any ideas?
